Purpose

To deliver the functions of Council acting as a regulatory consent authority.

As required

Operating Principles and Practices

  • Operate Hearings according to the relevant legislation.
  • Avoid making prior statements on an issue to be heard.
  • Authorise the Chairperson to make statements to the media accurately and reporting decisions of the Committee.

Area of Responsibility

Hear and make decisions on applications to Council as the regulatory authority.

Delegated Authorities

Delegations under the following legislation:

  • Resource Management Act 1991
  • Sale of Liquor Act 1989
  • Fencing of Swimming Pools Act 1987
  • Litter Control Act 1989
  • Dog Control Act 1996
  • Joint Hearings – Horizons Regional Council and Ruapehu District Council
  • Hearing Commissioners
  • Iwi Hearing Commissioners

Responsibilities Outside the Committee Role and Functions

Policy development.

Members’ Proficiencies

Specialised Hearings training, particularly in Resource Management Act proceedings.

Membership
