PROPOSITION TO SEAL KAHA & TAU STREETS, RANGATAUA

As part of the Long Term Plan process Council has considered submissions from residents and ratepayers to the effect that Kaha and Tau Streets in Rangataua should be sealed.

Councillors are sympathetic to the proposition and passed a motion to the effect that the road be sealed provided an acceptable local contribution was forthcoming. This is in accordance with the Land Transport Policy adopted by Council some years ago.

Council has held a public meeting in Rangataua (10 June 15) on the issue and then wrote to affected land owners (18 June 15) summarising the situation. Further to this council has now written to affected landowners again setting out a process and timetable for taking the proposition forward.

Because the funding of this project would require a special rate to be struck outside the work and rating programme adopted by council in its Long Term Plan (LTP) 2015/25 council must follow a ‘special consultative procedure’ under the Local Government Act (LGA) 2002.

In this case the statement of proposal would seek community support to change the Revenue and Finance Policy and Funding Impact Statement in the LTP 2015/25 to allow council to strike a special targeted rate against affected land owners on Kaha and Tau Streets.

As a special consultative procedure is a significant process council needs to assure itself that it has the support from a significant majority of all affected land owners on Kaha and Tau Streets before it proceeds. To ascertain the level of support council is surveying affected land owners.

The process and timetable for council making a decision on this project is as follows

Adoption of proposal 8 September 2015
Consultation opens 15 September 2015
Consultation closes 16 October 2015
Hearings and deliberations 3 November 2015
Report to confirm decision 24 November 2015

Survey on proposition to seal Kaha and Tau Streets, Rangataua

The survey asks affected land owners whether;

The proposition to target a special rate of $1,015 + GST as a lump sum, or $108 + GST per annum for a period of 15 years, per land parcel, against the land parcel owners along the unsealed sections of Kaha and Tau Streets in Rangataua for the purposes of sealing the streets.
