Regulation Services

The Regulation activity works towards the goal of effectively providing a safe and sustainable environment through the administration and enforcement of central Government legislation and District Bylaws.

The activity is made up of four functions:

Why we deliver this service

Council is required to provide regulation services under a number of Acts of Parliament including, but not limited to, the LGA, Resource Management Act 1991, Dog Control Act 1996, Building Act 1991 and Health Act 1956.  In addition, Council has to enforce its own Bylaws.

Although there are legislative drivers, the activity also has strong links to provide for community safety and a healthy environment, as signalled through the Future Ruapehu Community Outcomes 2005 Report.


 

Negative effects of this service

The negative effects are social in nature, as Council seeks to balance the communities' wellbeing against individual freedom.

How we manage this

Council seeks to be fair and impartial in exercising its legal obligations to the community.

  • Resource Management Act 1991.
  • Dog Control Act 1996.
  • Building Act 1991.
  • Health Act 1956.
  • Civil Defence and Emergency Management Act 2002.

In addition, Council has to enforce its own Bylaws.
