Council has awarded its Professional Services Contract for infrastructure services to BTW Company Ltd, in partnership with Rationale and Xyst, after a comprehensive tender and evaluation process. The new contract which comes into effect from 1 July now encompasses services for Three Waters, Parks and Reserves, and Solid Waste, in addition to Land Transport services, which GHD has provided since 2003.
Executive Manager Infrastructure Vini Dutra said that BTW Company emerged as the leading choice among nine contenders, including four that reached the final round of evaluations which included interviews, presentations, and price submissions.
"The evaluation prioritized criteria such as cost, expertise, staff capabilities, methodologies, and the alignment with the Council's core values and cultural fit within the infrastructure team," he said.
"BTW Company employs a diverse team of over 90 professionals, including civil and structural engineers, planners, UAV pilots, environmental scientists, and surveying specialists in 3D scanning, BIM, and GIS, with offices located across the central North Island including Ngāmotu – New Plymouth, Kirikiriroa – Hamilton, Whāingaroa – Raglan, and Taupō.
As part of their commitment, BTW Company will establish a permanent base in Ruapehu, aiming to integrate closely with the Council’s infrastructure team at the Taumarunui office. The new contract introduces a change from a fixed price to a variable pricing model whereby Council can better manage its activities against available budgets and provide better value to ratepayers.
The new contract will also better support Council’s in-house capabilities, particularly in areas such as network and program management, asset management, and financial controls. BTW Company’s proposal demonstrated the ability to adapt and respond to evolving needs which was a key factor in their selection."
Mr. Dutra said Council would like to express its deep gratitude to GHD for their commitment and service over the past 21 years. "The decision to appoint a new contractor is not a reflection on the quality of GHD’s work but is motivated by the Council’s strategic need to adapt its approach to infrastructure management in response to changing demands.
