David Hammond (MBA, MSc, BSc) started with Council in 2006, having earlier worked for Ruapehu as a Team Leader Policy and Planning.

David's vision is for a modern Council organisation, customer and community focussed, and striving for performance and financial efficiency. He sees the role of Council as facilitating District growth as far as practicable, within statutory requirements.

Group Manager Corporate Services (Acting)/
Deputy Chief Executive

Peter Till (BE, CoP Economics) started with Council in 2004 following a varied career in local body infrastructure in New Zealand and overseas.

Peter moves from Group Manager Assets to an Acting position in this new role, tasked with overseeing stretching targets in systems development, debt recovery and sustainable financing.

Group Manager Assets

Margaret has been appointed as Acting Group Manager, whilst Peter TIll assumes his role in Corporate Services. As a long serving (11 years) Team Leader in the Property and Recreation Services area, Margaret brings solid experience and ability to sucessfully resolve community issues. Margaret is in the final stages of completing a Bachelor of Business Studies at Massey University.

Marion Smith - Group Manager
Community and Regulation

Marion Smith (MBA Exec) has been with Council since May 2007. Her background is mainly in economic development and change management with a short stint as a member of the Consular Corp for Australia.

Marion's passion is for community involvement in the District's economic and community development. The delicate balance of satifying the obligations of laws, rules and protocols with community expectations is her challenge in her role as Group Manager Community and Regulation.

Jackie Mastrovich
Human Resources Manager

Jackie Mastrovich joined Ruapehu District Council in 2001 as a Support Officer in the Asset Group. She has taken on a variety of responsibilities, moving through to an Executive Assistant role then to Human Resources Manager.

Jackie's current role is that of Human Resources Manager and she sees this as a great opportunity to work with management to ensure Council is a good employer and to continue to create an environment where staff feel this is a great place to work..
