Council is required to provide regulation services under a number of Acts of Parliament including, but not limited to:

• Local Government Act 2002.
• Resource Management Act 1991.
• Dog Control Act 1996.
• Building Act 1991.
• Health Act 1956.
• Civil Defence and Emergency Management Act 2002.

In addition, Council has to enforce its own Bylaws.

Although there are legislative drivers, the activity also has strong links to provide for community safety and a healthy environment, as signalled through the Future Ruapehu Community Outcomes 2005 Report.
